• 40% chance to BB
• 50% chance to BB
• 25% chance to BB when HP is under 50%
• 20% chance to BB when under 3 party members
• 25% chance to BB when under 2 party members
• 30% chance to normal attack enemy with lowest HP remaining
• 100% chance to normal attack random enemy

In other words, there's a 70% chance of the unit with Arena Type 11 to use Brave Burst skill, assuming all units are alive and HP is above 50%. Assuming the best conditions, there's a 86.5% chance of the unit to use Brave Burst skill.
